One of those places, surprisingly enough, is the headquarters of the Yamaguchi-gumi, a very well known yakuza organization. Well, the candy shall be given no more. After a fairly long tradition, since 2013, when the yakuza started giving out candy and encouraging kids to step inside their headquarters with calls of 'Happy Halloween', the practice has now officially been prohibited. The Prefectural Assembly of Hyogo voted unanimously to revise the Organized Crime Exclusion Ordinances, adding provisions that make it illegal for a criminal organization to give gifts (monetary or otherwise) to minors, invite them onto the grounds of their facilities, or correspond with them thus putting a stop to any attempt of coaxing young children. Not obeying the law is punishable by up to six months in jail or by a fine.
