Kyle and Myles where born as angels, when they where little kids their parents were going to be kill as payment for breaking the rules, they before the superiors could take their children away send them to the human world and put them under the supervision of an old friend who was living there. They ask for his help not just to take care but to training the twins too.

Robbin was and old, sick angel who didn't want to be in heaven because of the, as he says, stupid rules. He took care of the twins until his last day living there and taught them how to control their powers and how to act to never get heaven's attention in order to never, as long as possible, go back there.

 

After the twins grew up and took the appearance of adults humans, the started to act like them, like they were not angels.
